For practical intents you need about an inch or two of standing water of sufficient volume to drown, but yes. You can drown in an extremely small amount of water, and in theory under the right conditions a human could possibly drown by a teaspoon (though that may be convoluted.)
True that. Depending on health, age, ability to expel etc the amount varies, but it doesn't take much- as @lucky11 said conceivably as little as a teaspoon.
