Passive (unpowered) listening devices exist. For example, sound waves can be detected by bouncing microwave frequency radio waves off a resonant metal diaphram. Or lasers off a window. It's cool stuff. I've done some proof of concept stuff with detecting sound from bounced laser beams.

It was probably the type that existed that needed changing out every month or so. Cumbersome now but high tech at the time.
