The hammer could easily be made of he Same material as the sword. Melting the metal and casting a hammer head is a lot simpler than casting shaping and fine tuning a sword.

Plus the hammer could easily be a softer metal since the sword steel would be hot and maliable while they're forging it

Yea but why would you have a softer hammer if the strongest metal ever was available to you? It would last longer.

Maybe because it's too rare and expensive to turn it into simple hammers

But if it was going to hammers used in making the great weapons of your people you'd want super fancy ornately casted hammers of rare materials to make them with.
