Here's how it works:
Everything on the Electromagnetic Spectrum is radiation. From ELF Radio, through the tiny fraction of visible light, all the way through the pants-wettingly powerful Gamma Ray Bursts... it's all radiation.
It's divided into two catagories, Ionizing and Nonionizing. Everything from roughly the middle of Ultraviolet down is Nonionizing. Nonionizing means it doesn't/can't cause cancer.
This device brodacasts somewhere in the radio end of the spectrum, in the Nonionizing part.
Now, from the middle of UV up, that IS Ionizing. As the frequency increases, so does the power/energy of the wave. Enough energy to interact with your DNA at the atomic level, alter molecules and cause DNA to mutate... and cause cancer.
