As I do believe there are dark skinned people with blue eyes, this shade of blue looks highly unnatural and very photoshopped to me. Sorry @title.

I've met people with eyes around that shade before. One was at a robotics event and it was the most handsome senior dude I'd ever seen up till then from a different school and 14-15 year old me was smitten at max insta-crush levels

Turns out the blue eyes are legit, but if you watch the video in the link where they talk to the boy, it becomes clear that this photo has definitely been enhanced or stayed at least a little bit.
