There's a reason they tell you to stay away from Mama bears and their cubs. Humans are, admittedly, more approachable than bears, but hardly less protective of their children.
A fully grown adult male turns around and not only approaches the child in a fashion intimidating enough that the child tries to back away (the male persists in following him despite this), but then proceeds to kick him. And that's all the parent in this video has to know to respond.
If I were a parent, I'd probably have shoved the guy on his ass at the very least.
Knowing he has down syndrome makes his actions slightly more explainable, but hardly means he should be allowed to behave like that. Or that the parent did the wrong thing. Could he have reacted less violently? Possibly. Then again, perhaps the woman with the man with downs could have kept a better eye on him. Particularly if she knows he has issues with people making noise when he's on the phone.
Maybe he has problems with his mental health?
