In theory it’s good advice not to hook up if you have doubts on age. Although some people do look very young- but the checking ID is a good idea even if, maybe more so if they don’t look too young. The young people who look more developed than their age or seem older are the ones you’re more likely to mistake as legal if you don’t check ID. The old movie/tv trope: “I swear (I though)/(he/she said) they were (18/etc)!”
It’s seldom the lion you are looking out for but more often the one you weren’t that sneaks ups and eats you. In other words: you’re more likely to fall victim to the situation that doesn’t raise your gaurd than the one that makes you act cautiously.
Instead of “never” these should probably say “be careful.” Like, you’re happy and in love, you promise to marry them. You’re happy on your wedding day, you promise to love and to hold blah blah. Like- by these rules weddings couldn’t happen, or you’d have to have all your romantic commitments when you’re miserable.
Likewise, not replying can be as bad or worse than what you would say. If you are angry at someone and they say “I’m going to leave...” that may be your one chance to stop them from walking out that door. Never make a decision when you are sad...? How would most people ever get anything done? Let alone thins like: “you’re father is dying, you’re their power of attorney. Do we try an resuscitate?” Or “I know your brother just passed, but you need to decide if you’re going to take that job you were interviewing for or not.” Life doesn’t pause to allow you to think. Make or take time when and where you can, try to be kind and not rash, but this advice would paralyze you.
Inaction is sometimes the right action. Not always. You must know when to react, when to be proactive, and when to take no action. Life is like a symphony or a song, to be sweet you just use highs, lows, and even silence in ruthym where they fit best.
