Tbh this may néed to be implemented in more than just emergency situations. I remember reading once about the tourism problem they were having in Iceland where tourists decide they're more powerful than nature and that "road closed/off-limits" etc signs don't really apply to them. They keep going ill-prepared into places they're not supposed to, and I then relying on a charity rescue group to track them down and save them. One group of three guys had to be Rescued 3 different times in one month.

Many people who refuse to evacuate and then call 911 for emergency help are told there is nothing that can be done until the storm has passed as it's too dangerous for emergency responders. People have died numerous times that could have been saved but for their own stupidity.
