Why cant all countries have this

I don't think the definition here is entirely accurate to what's stated in the law.

You wouldn't even know it's there, trust me on this.

you might know its there but if you did you'd probably have no idea it was anything other than a corporate owned structure. Might even have corporate looking signs. Or it might just be a nondescript cabin with a sweet old woman living in it. Anything can be a top government facility.

There are plenty of branches on the ground. I've never had a problem except when it's very wet in the woods.

You can also collect dry, already broken branches hanging from trees.

But not fresh branches. Fresh branches are the tree's fingers.
