You're trying to take other canon and MCU canon together. In MCU she takes pleasure in killing people and specifically takes pleasure in causing fear while she does. That fits evil. In actual myths she isn't death itself but rather the lord of Hel (in the myths she shares a name with the realm she rules.) effectively being the norse form of hades but more chill about having to run the place.
The gods in the MCU are fairly... meaningless. It's just a general "of thunder", "of lies", and "of death" without reallying caring about what those titles really mean for the character. If she were really supposed to be her title, then she wouldn't be evil.
My favorite interpretation of Death is the Home. Death is where everyone goes. Everyone loves death and feels safe around him because they know that they belong to him and that he will be where they go to rest. Death is the final resting place, so why should you ever be fear it? Death wants you to enjoy your life so that your death has more meaning. He is eternal. He is in no rush to take away your soul because where else could it possibly go? He is the final destination, and he loves everyone equally.
probably so there could be a rivalry element between Thor and Hela and for the conflict between her and Odin so she has a reason to go after Asgard rather than specifically Loki seeing as in MCU Loki is kinda not really associated with the place at the beginning of the movie.

Thor is by far more powerful in norse myths than in marvel seeing with the fact that he will be able to kill the world serpent at Ragnarok (tho dying in the process but thats kinda how things go for gods in Apocalypse myths)
