Not exactly? The Flag Code is a law that is illegal. It's kind of a law, but it would be illegal to enforce it due to the violation of the first amendment which takes precedent.

This one is def no.2: Rough like sandpaper as expected. Would not recommend, as it could cause extensive abrasions, bruising, and a trip to the ER.
The flag code doesn’t make it illegal- but it’s not patriotic. It’s a violation of the flag code to wear clothing patterned off of or made form the American Flag, and most any clothing based off a flag design would have the flag displayed outside the proper guidelines for display and handling of a flag. The freedom the flag is supposed to stand for however, protects the rights of citizens to wear flag based clothing or even burn the flag, so it isn’t against the law to violate the flag code because making violating the flag code against the law would be making a slaw against what the flag stands for and so defeat the whole reason the flag is supposed to be respected.
