It’s an alert system that notifies civilians to be on alert for kidnapped victims. It can give descriptions of the car, a person, or the child. It’s really helpful when the situation is really on a time crunch
I believe Amber Alerts exclusively apply to abducted children believed to be in imminent danger. At least, that's all I've ever heard them used for, and I believe this particular incident was in Canada, although we adopted the system from America.

@parisqeen think of those digital highway signs where they put out descriptions. Notice what color those are posted as? It's actually an acronym though.
It's not specifically for abducted children, just children whose whose whereabouts are unknown and believed to be in imminent danger.
Obviously that's usually an abduction, but still.
Possibly not in America, but in Canada it's used for abducted children (and apparently mentally disabled adults. Learn something new everyday).

She was. She is believe to have been killed by her father (she was found dead in his home after he failed to return her to her mother at the designated time). The father had a self-inflicted gunshot wound, but there's no information on whether this was an attempted murder-suicide. The mother had alerted police that she had received threatening messages from the father indicating an intent to harm himself and his daughter. She was 11. It was her birthday.

Even though the alert didn't save her life, the cops arrested her father because someone spotted his vehicle and called it in. They were able to get to the crime scene faster and preserve the evidence, inceasing the likelihood of a conviction.
