This breaks my heart. Why do people want flat-faced cats? It promotes inbreeding, like this little fellow is suffering from. Cats have snouts. It's the way nature intended cats (and dogs) to be; it's the best shape for a cat after millions of years of evolution. Why f*ck with that?
It may be that this wasn't intentional but is a down-syndrome-like cat [normal down-syndrome is due to trichromy 21 (three chromosomes instead of two due to incorrect initial cell division)] but since cats have 19 chromosomes, they technically cannot have down-syndrome per sé.
