In México it is legal for 16 year teenagers to drink (16 to 18).... It's fucked up, I know, but they still do it and there is nothing the law can do when these brats drink inside their home.
P.s Some of those brats actually look above 20 years and most convenience stores never ask for the ID

Well... yes and no. It’s like a lock on your home or your car. If I want to get in, I can get in. It isn’t even hard- windows shatter easily. If I don’t care about consequences, I can be rather brazen to boot- so I don’t have to be a genius to get by. Same with things like railings on bridges to prevent suicide. It’s not so much about stopping people- people who REALLY want to do something will generally figure it out. It’s a deterrent- an extra hassle for those not smart or dedicated enough to jump over it. It just serves a principal that if a person has that little hook to walk up- they may just decide it isn’t worth it or have enough time to realize they don’t really want to. In that way such things are effective. But they aren’t perfect by a long shot.
There are quite a few establishments that allow drinking for persons under 21. Certain stipulations apply to each different place. But you can legally drink under 21 in the U.S. not to mention most high schoolers and college kids drink anyways.
I mean- that’s the idea yes. You might not be surprised to know that 25-40 year olds with fulfilling lives and careers aren’t usually beating down the doors of the local recruiter. Likewise- Nobel prize winners and those with IQ’s of 160 aren’t commonly found at the bus depot on the way to basic training. So for a military that needs a constant supply of large numbers of workers to do jobs that most people can be trained to at least perform passably- someone at their most mentally malleable, who likely has little or no true concept of mortality or statistics, are in their physical prime, and if they turn out to be an asset have a longer theoretical return time on investment- the 18yo is your bread and butter.
But it isn’t all one sided. For many of these kids the military becomes a fulfilling life and career, or gives them the training and experience to find those on their own. The military can instill discipline, self reliance, team work, organization, responsibility, and many other “soft skills.” Without legal compulsion or an extreme increase in compensation or some other external force- the military wouldn’t be able to fill its ranks. So as a practical matter the drinking age is set high enough to dissuade kids from doing something fun and killing them selves, and enlistment age is set as “adult” like any other job or contract you might take.
