in a sense, it's a disease that eats holes in the brain and nervous system of deer, slow death and contagious for herds. though I don't believe humans can catch it

The disease is, but that ain't what it looks like. It's called Brucellosis, and it does easy away at the brain tissue loss infected ungulates. It can be transferred to cattle and is commonly known as Mad Cow Disease.

They’ve been calling Chronic Wasting Disease the zombie disease lately. It’s related to mad cow (and is also a prion), but different. It has been discovered in a growing population of deer and elk in mid west and southern US. It attacks the brain and spine. It causes the animal to drool and stumble. And it can be transferred to humans. While it can cause muscle atrophy and fur loss, I don’t believe it can cause the mess in that photo.

Humans can contract the disease if the eat the sick animal.

This is a shock image. I couldn’t find another one, it seems most damage done by the disease remains internal.

This the deer that froze to death and then got covered in snow say for its back the the wind ripped off the skin

I'd say it's more likely some stuff ate at it after it died. But yeah, it likely froze to death in that position.
