I'm not an expert on Brexit, but this joke depends on the assumption that the readers believes that the EU is strong, deeply rooted, financially AND socially stable, and a force you want to be aligned with during a global conflict.
I mean... with the exception of the Cold War which wasn’t so much a global conflict as a series of proxy fights- Every global conflict in modern history has basically been Europe beating itself up. So I mean- wether they “want” to be allied with EU countries or not... history would maybe indicate that not only might Europe allying with... Europe.. actually avoid global conflict, but it might be their one chance at walking away from a global conflict without most of the continent in shreds. I dunnoh. Just a shower thought type idea I had.
It doesn’t insinuate that it’s stable or deeply rooted at all. It fell over as soon as one branch was cut

It's a satirical piece that makes fun of Johnson's belief that the UK will be just fine if cut off from the EU.
It's funny, because you logically expect the branch he's on to be the one that falls. The humor is found when your expectation is not met and you are surprised by the result.
Hmmm.... an ancient wizard from European history who comes back at tipping points to guide the hand of the empire.... the world waits in anticipation to find out of this old face is Merlin, or Rasputin.
