You're assuming nothing happened to the guy just because he's caucsion-looking? Easy to make assumptions from a photo I guess but your statement appears more hyperbolic than anything else. If someone did this in pretty much any country, regardless of skin color or perceived religion, they would be stopped and checked.

No. Firstly as Police in most countries is busy with other things than reading bags and secondly because in most countries people still get a joke when they see one.
