There often is a racial Component to how society or the media contextualize and label crime. I’m not sure this is an apt argument though. If a gang member shoots another gang member- or is targeting one of multiple members of another gang- that’s gang related crime even when that endangers or kills bystanders. If someone has no target at all- or society is the target- and just kills people indiscriminately- that’s a mass shooting. That would be logical I think.
If a black student walks into a school and just decides to kill any living person he sees- I’m pretty sure they’d call that a mass shooting or school shooting. You might have evidence otherwise- which I’d be interested in- but as of yet I haven’t seen a black shooter indiscriminately and without a given target where other casualties are collateral damage, shoot up a venue with a singular goal of body count, that wasn’t related to gang activity such as an initiation- be called gang violence.
