Aggression isn't a learned behaviour
It's present in every dog (and Human)
But in a well-trained and healthy dog, the aggression is controlled and integrated into a larger personality
Most non-trained, born-on-the-street dogs don't show much aggression. Overall they show a much larger propensity for fleeing rather than fighting.

I mean, yes, every animal has the POTENTIAL to be aggressive, and there are exceptions to every rule, but saying it's trained out of them isn't exactly accurate. Even wolves would more often rather run than go after a human
There’s a theory out that chihuahuas (and other small breeds) are often aggressive because they’re frequently not taken seriously and treated with little autonomy - we ignore the normal body language signals from them as “cute”- so they learn quickly that aggression is the only way to communicate discomfort.
Literally they are all calm until a snake or rat appears and they kill it. Even my friends find them kimda cool because they love being pet but hate anything smaller than them
