Paris was very clean when I was there a few years ago. Now, Rome on the other hand, was just like the second picture. Trashy and smelly and overcrowded.
Paris is usually very clean. The municipality spends millions of euros to keep the city clean (i was working for them as a garbage man).
Unfortunately, at some period it would be dirty because the cleaners were on strike or at some places it was dirty because we had a big wave of refugees and they were not the cleanest persons.
