Why doesn’t the indicator turn on when the wheel is turned a certain amount

There's a thing in the steering wheel (called a cam) that physically returns the turn signal lever back to its home position and stops the blinkers from flashing. If the cam happens to be under the signal lever when you try and use it, the lever won't work because it can't be pushed far enough up or down to activate the blinkers because the cam is in the way.

Also and more importantly, the turn signal is here to signal your intention to turn, not that you are currently turning, meaning you should activate it BEFORE you start turning so cars behind / around you can plan accordingly. So activating in when the weels are already turning is useless : I can see you turning, the question is do I have time to react to it ?

I can't think of any way this would work. Instead, given the amount of already enable GPS devices included in vehicles issuing a ticket automatically whenever you fail to follow the rules of the road would work much better, think the 5th Element. This would be much easier to implement and I would hate it.

Older people driving should take a virtual road test that plays like a video game, they need to hone those skills for better reflexes, or fail - and hang up the keys

Stop saying "bullying will NOT be tolerated" in schools and just tell the kids being picked on that if they all team up, they can REALLY hurt the bully... and then let them. Show how democracy actually should work. When they see the rules stop protecting those who take advantage of them, kids will behave more understanding that actions have consequences.
