That's Kingi Taurua and he's an elder of the Ngapuhi tribe. Ngapuhi being the largest tribe in New Zealand located in the upper North Island.

That's Ngāpuhi elder Kingi Taurua, and something tells me he won't be doing many hakas, considering he passed away after a short battle with cancer back in 2018.
