Is the title supposed to read "Why? To make sure no one in IT learns who is on the lay-off list in advance" or, "How to make sure no one in IT learns who is on the lay-off list in advance"?

I believe the implication is that the IT guy found out he was getting laid off, so disorganised the wires. Idk about the proper grammar but maybe "This is why you make sure the IT guy doesn't find out who's on the lay-off list in advance"
