Well I mean- you have to realize that they need that money for their legal defense fund. What are we gonna do- let officers and police departments be represented by public council? Do you have any idea how flawed our public judicial system is? They certainly do, and aren’t going to rely on it if they can afford not to! And probably a good PR rep is expensive too. Also- overtime. One of the best ways to make sure persons in critical and complex jobs are alert is by having them work as many hours as possible. Practice makes perfect. As for changes- I have a hunch they’ve at least asked their officers to pinky promise not to shoot sleeping people any more.
