I think it's that they're not valuing education and reeducation enough. The prisoners go to prison and stay there, not being able to better themselves.
Statistically speaking, there is a strong correlation between lack of education and crime/prison.
So, the statement that we have need for more room in prisons than in schools is really a statement of emphasis. We could have spent more money on education and not needed to build so many prisons.
Do more schools somehow correlate to more students giving a damn? Money doesn't necessarily solve problems, the number one indicator of a student's success is their support network being involved in their education.
Prisons are a bigger business in the US than education. None of both should be a business, but without the highest incarceration per capita and Millions of people in tremendous debt the system wouldn't work any longer.

First of all I'm pretty sure where you build a prison and where you build a school involve different specifications. You can actually build a prison in relatively the ass-end of nowhere (or on a damn island with nothing around it for that matter).

You *may* be able to build schools there as well, but good luck getting most people to attend them. Students typically need access to groceries, post offices, jobs, libraries, bars, parking, transportation, etc.

Second - do you have enough teachers to fulfill positions in the school once it's built? Can you afford to pay those teachers? COs and Teachers make roughly the same. From the little I can tell the requirements to be a CO are much lower than the requirements to teach at a university in California.
Third - what TYPE of facility is it that they're building? Because most students haven't been sentenced to attend the exact same lecture every day for the next 25 years of their life.

according to google the average student is in university for 5 years. And many students drop out - or never return once their sentence is up. Not necessarily the case for people being arrested.

The average inmate I don't even know how to begin to track. But some people are there a LONG time. And sometimes when you have Jack the ripper, Charles Manson, and Ed Kemper taking up all your cells, the best solution isn't to release one of them so you have space for John Wayne Gacy.

Not to mention that building fancy schools requires maintenance and money that probably punishes students in the long run. Some end up doing their courses online when they can (especially now). You can't really *do* a prison sentence online
