I've wondered and all I can say for sure is that he's part of the mural (for context, this is in Pompey's theatre). It wasn't uncommon back then to add elements that would give an impression of 3D and mess up a bit with people expectations, and I think that's the case here. So my best guess is: a random dude added there to make visitors go "bamboozle! He was part of the wall!"
