I'd say authoritarians/totalitarians trying to cover up their blunders is pretty universal, independent on the economic system of the country. Happened to communists, happened to capitalists, and anything in between.
But yes the Soviets would have never come forward with it if a power plant all the way in Sweden didn't measure high levels of radiation. It was incredibly fucked up.

Meme also would have looked retarded if it had said "your leukemia is caused by a lack of faith in all different forms of government entity that have displayed any trace of corruption in the span of their existences" and/or "your leukemia is caused by a lack of faith in socialism/communism/capitaism/totalitarianism/imperialism/disneyism/etcism"
Maybe it would've made sense if it said "faith in your leader" considering the cult of personality is a big part of authoritarian and totalitarian regimes. But that's semantics, the meme's pretty funny anyway.
As for whether the regime in question should be called socialism or communism, that's kinda debatable. According to Marx's theory it could technically be socialism because communism is stateless. But the Soviets didn't adhere to Marx's theory at all, they twisted it and flipped it on its head. So I guess the most accurate term for that absolute catastrophe of a regime would be Stalinism.
Alas, that's not what the country referred to it as, so we are stuck with terminology that consistently causes people to respond with a mix between "I'm offended by the air you breathe" and "ACHTCHEWOLLY" lol
