That's true, however, there's also people who won't even try to acknowledge someone is trying to chang/has changed. They know them in connection to the one terrible thing they did ten years ago, and suddenly that's all they are to them, nevermind the massive amount of improvement they might have made since then.
Well that's where the "enough times" stipulation comes in. Although even your scenario has extremes that could circumvent it imo
