I don't know whether or not he actually said this, but embarrassing someone on national television doesn't seem like something a licensed professional would do.

Most of the people on Dr Phil do a pretty good job embarrassing themselves on national television, no matter what Phil says or does, how bow dat?
To be fair, most people who are on the show know about it before hand. They know what's going to happen and that he's not going to baby them and that it'll be seen by millions. They don't HAVE to appear on the show but they agree to it and sign shit.
That’s why he’s called “Dr Phil.” When they found out what a bastard he was, they took away his name. But seriously- his show, like most, is about entertaining an audience and making them/himself feel good. His “witty” comments both make him feel/look sharp while allowing people at home to chuckle and imagine themselves saying the same thing. Any good the show does is a secondary concern if/when anyone is helped. I’m sure people have had help on his show, and I’m sure some may have ended up just as bad or worse off. Shows like this mainly just help the rest of us feel like we aren’t such bad people by allowing us to judge others, and the guests get a free trip and some attention. Most people are less likely to admit wrong when they feel ashamed. Look at funsub. The more attention and more heated a thread gets, the more people tend to dig in to a position even if they have no references and have been proven wrong. As humans, The bigger the audience the less we will likely back down.
I'm not sure if I'd consider smoking weed an embarrassment. It's like smoking or drinking. Replace weed with alcohol or tobacco and keep her answer the same and it's kind of like "Ok, they don't know how it hurts them but they also don't care." Maybe she's a nihilist. It makes her feel good and if it makes her die quicker then the better.
Um it’s like a 2 second google search that shows you he has a doctorate in psychology and is therefore a Doctor Phil. So he is a professional in what the show is generally based on
I guess that kind of depends on if one thinks smoking and drinking are things to be embarrassed about. I wouldn’t say entirely so, but I also wouldn’t say they’re things to be proud of. I mean, there’s not a great deal of difficulty or achievement there. Certainly if someone was drinking until tipsy or drunk at breakfast, launch, and dinner, every day, it would most likely be seen as a situation needing help or intervention and not just a recreational enjoyment. At some point drinking, smoking, and substance steps from being something casual, social, or recreational and becomes a problem. Problems aren’t things we should by default be ashamed of, but not things we should be proud of either.
