They haven't actually managed to catch and treat the bird yet, so it could still die. They're still trying to catch the bird, and find the person responsible.
Also just realized given the angle of the arrow it seems entirely possible the bird was perched like it is in the photo when it was shot (or else flying upside down I suppose)

There was a hawk in 2016 that survived being impaled by an arrow for several days. Iirc they had to cut away scar tissue and such that had grown around the shaft. So this hawk may be able to survive for awhile yet, but without treatment it's outlook seems grim
