Well... we can’t assume. We have to take the statement at face value. So.... this deal is actually kinda tricky. A “drug” is any ingested or inhaled substance that alters the physiological processes of an organism. Now- there is debate as to wether or not that technically makes most food a “drug” or not- but even if we say food is not a drug.... most foods contain some compound which IS. Chocolate, tea, coffee, tomatoes and many vegetables, fruits, etc. Cheese and most dairy, meat, etc. as we can only classify that which has a nutritional value as “food” and many chemicals in food produce physiological change but do not have nutritional value.
It gets worse when we realize not only is alcohol present in one form or another in a HUGE number of food stuffs- but alcohol of various sorts and “drugs” are used in the production and contained in at least gave amounts in all manner of items. Glues, resins, fuels, epoxies, plastics, rubber, electronics, alcohol is common in biology and industry as are many “drugs.” In fact- most chemicals are “drugs” or can be used as such since the distinction is in the use of the language.
BUT- here is where we might find t to be an excellent deal! BUY. you cannot BUY these things. You CAN however- with $3 billion dollars- empower an agent to purchase them and transfer them to you. You are not “buying” the agent- but their service. Which is an abstract. So the fact the agent contains alcohol etc. doesn’t mater as you cannot buy them. More precisely you are buying their time- which is not a physical item and thus cannot be a drug.
The language used is very specific. YOU cannot buy. You can have others buy for you, or more precisely buy the item and transfer ownership. There’s a tax liability you must account for in the Recieving of such items- but other than that it is a legal mechanism and within the rules of the question. So there are SOME disadvantages to this- taken at face wording you basically cannot purchase anything on your own more or less. However you can have it purchased for you. Inconvenient- but $3 billion is an insane sum. Likely worth it.
