It be true. You have aprrox. 50 dreams a night, they only last a few seconds but they can go for longer. Unlike reality dreams don't have a constant time so anything can happen in a matter of seconds.
Wikipedia says that yes dreams can be that shot but can also last 20-30 minutes. so I don't think the ones you actually remember are that shot, well atleast the ones with plot.
It depends on the definition of "dream", as most of the time it's classified as a vision during REM sleep, so yeah, you can have random flashes of images that are counted as dreams during sleep study, but its not like we have real time dreamer vision, based on the movements of ink on paper dreamer vision, and can differentiate the time scaled.
Our brain is fast, as in our eyes already perceived events in order to react to them in time, but it wouldn't scale all that information into real time memory, it's an inefficient waste of energy for the brain.
