Probably irrelevant to the legal side of things. She’s on the payroll even if her salary is $0. She is eligible for federal benefits, etc. The rule definitely applies to her.
Completely irrelevant to this particular legal issue- although it would certainly raise legal and ethical issues if an executive politician were to admit that an appointment were made to an official position for no reason which served the public, since as the president and as a “billionaire” he can already have his daughter along with him outside of state specific and often sensitive functions.
Everything is so fuzzy and they equivocate so much in this administration that they'll say "nah" and everybody will shrug their shoulders. Ivanka is a member of White House, but she's not a member of the White House; she represents her dad, but she also doesn't represent her dad. The whole thing is fucking goofy.

It doesn’t matter what Goya does that great. The law says executive branch employees can’t back ANY company, even non profits. They can’t even endorse a company that gives heart transplants to starving orphans or even one that uses fairy magic to create puppies and rainbows. The government, the people who run it at the highest a executive level- aren’t supposed to shill. It’s an issue of integrity, ethics, credibility, and public interest. It has nothing to do with WHO the company is. It’s about openly using a position of power and influence in the government to promote the interests of specific private concerns.
Ah so they're allowed to just break the rules that were implemented especially for those positions? Simply because you'd expect them to? Actions have and should have consequences, especially in high ranking important positions.
Still funny when those "consequences" are selectively imposed. Trump hadn't assassinated any Americans, started illegal wars, signed treaties without congress, weaponized the IRS, forced gun stores to sell to cartels, or anything like that. Whataboutism? Maybe. But I'm not going to compromise my political ends just to try to raise the bar his predecessors dropped and buried.
We aren’t talking about the President, though, or any politician. This is a Senior Advisor to the President. As far as I know no previous Senior Advisor started any wars, signed any treaties, weaponized any government agencies, forced arms sales or anything like that.
So what's it matter then? If her actions aren't an extension of the executive offices, who cares? Well, Trump doubled down last I checked (fair enough, blood is blood), and I still can't bring myself to give a damn.
She violated the rules. Will she be punished? Probably not. Does it reflect badly on an Administration that already has a reputation for flaunting the rules of propriety? To those who don’t like Trump it does. For those who do they will defend it as not a big deal.

I don't remember Obama appointing his kids to high government positions. Or accepting Saudi bribes through hotels. Obama wasn't great by any means but deflecting Trump's nepotism and conflict of interest by "muh Obamer" is just whataboutism and doesn't help anything.

Also, drone strikes under Trump have increased by over 400% compared to Obama, and civilian casualties have skyrocketed. Shouldn't you dislike Trump for that? Unless you're only using Libya and Syria as argument ammo and don't actually care about brown people being killed en masse.

The weapons deal was already going to happen, has happened before in past administrations, and will continue to happen for as long as the Saudis are allied or neutral. Trump has no bearing on how other people choose to spend their money.
Obama micromanaged the military and had to have his name on every bomb dropped and every bullet fired. Trump called up the commanders in the field and told them to do what is necessary to kill the enemy. So you'll find that in general, we're doing more under Trump than Obama.
Libya and Syria were illegal wars that did not serve the American people whatsoever. And I've learned to take "civilian" casualties with a grain of salt. When military action increase, more people are going to die. Nevermind that if I shoot a man with a cellphone in hand, you'll say I murdered an innocent and I'll just return to base happy that I stopped him from detonating that IED.

I used to care about foreign wars, I advocated for them. The United States ought to go in and protect the innocent from evil wherever it hides! Now? I say we kill the enemy and let the rest of the world sort out their own shit. In this regard, POTUS and I are in agreement.
