It might be. Though, if I understand correctly, that usually involves the use of backhanded of double-edged compliments, like "You'd be so pretty if..." or "You look great, but you'd look better if...".

You are correct but if someone chooses to look then the person wearing the clothes shouldn't expect them to look elsewhere either. A person should have the right to wear the clothes they like as long as they also understand that people have the right to look. Don't like someone staring at you when you wear revealing clothing, don't wear revealing clothing.
Someone who wears revealing clothing knows exactly what they're doing. Usually, they're uncomfortable with "ugly" people looking at them because they're trying to attract a SO. But that's their fault for not understanding what "public" means
