Not only are there more incarcerated people (by percentage) in the US than in any other country, but there are more incarcerated people in the US than there ever have been in any civilization in all of recorded history.
Look at gun crimes in particular. Armed felons plea down to misdemeanor charges, or to have the "mandatory" 10 year sentence dropped, and about 99 percent of failed background checks (possible only by literally confessing to perjury literally signing for it) go unaddressed. Look into Hunter Biden in particular for a recent and relevant example.
