They shouldn't be forced too (and they aren't), it's just in their best interest. It usually costs more training a new employee than it does to just pay for time off.

That not an argument, that's just describing a type of law. Why should different people's property be unequally protected?
Why? The other guy knew exactly that it is only temporary job, gets money and if he is young, it is a chance to get some experience to put on CV. It's not such bad deal
also if they are both good at their job and the boss is looking to expand or something, he's got a 2nd guy he basically just trained, so it's all good in the neighborhood holmes.
