I think it might be part of the humor, if not a way to show it’s a joke- that by the time the US did anything it would be the far future, or perhaps that if still alive, Trump would somehow try and take credit for something long ago he didn’t help with.

2561 is the thai year. They follow a different calendar not the same one as others. Meaning that this tweet is from a person using the thai calendar. Its a bit unusual but its a real thing.
