They should be allowed to live near animals, but exclusively animals capable of doing the harm to them they did to animals

While I can’t find angreat deal of details or supporting accounts, and there are a couple papers in particular that seem to carry many of these types of stories- sometimes exclusively- there is little evidence contrary and circumstantial evidence to support the premise. Most of the accounts seem to occur in or around Glasgow or greater Scotland. Rat poison in tennis balls (several cases where numerous balls were left in the same park) appear several times in 2015, and 2018. There may be more, but those were what my “informal research” turned up. No less than 4 distinct cases. Additionally, “antifreeze” aka “coolant” soaked balls come up once, a poisoned sausage, a veterinary nurse poisoning a dog, and a veterinarian poisoning a dog. All in Scotland. There may be more but I was hardly exhaustive in my search or in trying to prove or disprove the matter. Either way- as a general rule be careful of your fur buddy picking things up and keep that leash on when you’re in trafficked areas.
Honestly, anyone doing this should be prosecuted for some kind of endangerment anyway.
Even if you don't think dogs should have rights (and I disagree, as do many anti animal abuse laws) this is still a serious matter. Those tennis balls were left at parks, right? What happens if a child picks it up and try to eat it? Even if you left these exclusively at dog parks, I know parents of toddlers who will let there kid run around with their dog so long as there aren't dogs they don't know/trust at the park at that moment.
Leaving poison in a public place where children and pets can reach it should be treated seriously.
And people who do this and are caught should at the bare minimum be required to undergo a psyche evaluation and required to go to some kind of counselor or support group. If for no other reason than to ensure they aren't also likely to poison Halloween candy, and also maybe because being willing to poison pets in a park is a sign that something is wrong.
