Thats becuase, atleast with my experience in switzerland, they treat it as nothing more than a soft drink. It isn't a cultural no to drink in public, excessive amounts are still a big deal, in many german speaking countries.

in russia it used to be considered a soft drink and children could order it cause it was too weak to be called a drink drink

When I was in Spain in 2015, estrella damn was cheaper than ordering a soft drink at a fast food joint. It was midday, I didn’t want to have a beer, but I damn well had a beer, just for the novelty of it.
