I just picture some couple on a first date.
The guy feels something rubbing up against his feet. He thinks is that her foot. He looks at her she smiles. He thinks it is her. So he starts to rub his other foot against hers. She looks at him and says. "What the heck are you doing?"
He fumbles with his words looks down and there is a fish rubbing up and down his foot.
That's going to have to be one hell of an oxygenation system tho.
Also, by the look of the feet of the two people furthest away from the camera, it's not covered in glass. Oooh.. clue 2, look at the chair legs right above the water; they are darker...
Even if it were glass you now have a gigantic issue of it potentially breaking. Even if it doesn't there's an issue of keeping it clean - filters do NOT clean entire tanks. There would be food and gunk getting stuck places. The fish themselves might get stuck or just die in some obscure area. All of which would raise the ammonia levels a lot, making a very unsafe environment for the fish, unless they either a) raise the floor up several feet or b) remove it regularly for cleaning.

Either seem like a gigantic money drain and would require a ton of effort.

Not to mention the vibrations caused from people walking on the glass would likely be decently disorienting and possibly upsetting for the fish. They may adjust or they may not.
Some species also eat, build nests, or even breathe air directly from the surface of the water, so this would severely limit the fish in that regard as well.

It's not impossible to do I imagine but if it's done anything less than right, it's not in the best interest of the fish at all, will likely leave them living miserable and very short lives, and won't be a worthwhile investment for the owner
