Well yeah they did. MK ultra and other programs are widely known. As are the experiments the government did using US soldiers as radiation test subjects. Slightly less known is that the US government performed experiments on entire cities by releasing radioactive material and tracking it. Even less known is that the US government released biological agents into the air and water of major metropolitan areas like the San Francisco Bay Area in order to test what the spread patterns and vectors would be for a bio weapons attack on a modern urban city. They SAID the agent was “safe,” but several people died.
Then there were the “Tuskegee experiments” which targeted “Black” Americans, many of whom were offered government health care but then instead of vaccines were given syphilis- which then went purposely untreated to study the effects. That one is a driving force behind anti vax and why to this day many minorities don’t trust doctors, vaccines, or government healthcare.
That’s not to mention the VERY RECENT and illegal use of moles from government intelligence agencies inserted into aid relief missions to gather genetic and health information and help track movements of person of interest to them. Or if we jump back to America there was the whole:
US government funding illegal arms trafficking and avoiding oversight by trading drugs and weapons, then flooding inner cities with drugs in an attempt to hold down minorities (then having it back fire and lead to high rates of drug use and addiction by suburban white kids- leading to a “war on drugs” that was surprisingly absent for a couple decades when suburbia wasn’t suffering a drug epidemic but many low income areas were...)
There were the many experiments performed on or with US soldiers starting in WW2, but coming to a public head in Vietnam and desert storm- the use of Tripp’s to test gadgets and weapons for private enterprise.... and man. There’s a whole lot more when it comes to the government using its own people as test dummies. The government is largely protected under the law even when it breaks the law you see.
But while it should be condemned and called out, and prevented in the future... it’s not so uncommon. Compared to the types and levels of abuses and mistreatment’s which many governments subject their citizens to or have in the past.... it’s not uncommon or even so severe comparatively. The thing to remember is that the reason Americans and foreigners alike get so upset when America does what this country or that one has done- is America is supposed to be better. Claims to be better.
I’d especially ask more Americans to remember that, every day and when they vote. America isn’t made great by what it can give you. By how good a life you can have. Those things like freedom and “the American Dream” are supposed to be fed by an empathy, a moral compassion for ALL humans who love and seek freedom to live. Those things, that desire to protect the life and liberty of fellow man are what ALLOW for Americans to have freedoms and all the “perks” of America. Don’t put the cart before the horse. Remember what one of the most universally celebrated US presidents once said and ask what you can do for your country. In 2019- ask what you can do for the world. Don’t ask what can be done for you.

.
"John was a scientist.. He was hooked on LSD
Interested in mind control
And how the monkey held the key
Said that all of his experiments
And what he's planning for the year
Are for the unsuspecting citizens
Who hallucinate in fear"
Go down to your neighbor's place
See the dull expression on his face?
You'd be doing him a favor if you brought him to me:
He ain't using his brain, he's just watching TV!
