There's also a difference between wasted drunk out of your mind and slightly tipsy. The first one makes you do stupid shit (although, if you're in a safe environment, lets say a friends house, it makes for pretty fun stuff, but it usually leads to stupid decisions), the second one is just great for parties and socializing.
Imho it wouldn't be as much of a problem of drinking was further explored in the home. I drank with my father as a teen in Germany and I learned my limits, I knew when I was at the point of being "fun drunk"and when I was at the point of too drunk.
The driver in this case is a known drunkard (he's first in line for beer as soon as sales start and last in line right as sales stop for the night) he's also the violent type well known for beating his wife, who for some unintelligible reason tried to take the blame for nearly killing my coworker, even though at least a dozen people witnessed the fact that she was not in the vehicle let alone driving it because said drunk and her were having it out in the parking lot like stereotypical trailer park trash, and to add insult to injury the driver left the scene after the accident. So when I describe this guy as stupid it fits the bill.
Sorry if I seemed to judge all people who drink as stupid (I know this is not the case), but I come from a town where stupid is 70% of the population so I guess I'm just used to saying that
They did this to us. Im from MS an when I turned 18 it was still 18 to buy in Nola. Waited couple of weeks so all of buds an such to get their days off from work so we can head across the state line to go party. An wouldn't ya know it, the weekend we went they changed it to 21 the week before. We done had a room over Bourbon St. so we didn't haft to drive. Some clubs still let us in but the ones that we wanted to go into, we had to pay a cover and get our hands marked with a big X to show that we were under 21. Still had fun but it did put a little bump in our party plans.
Hell yeah. I just checked it and you're right. Well, sally might be a bit much, as it is around 30% of the countries, but wow, I wasn't aware. I even found out that there were a lot of changes in the last 10 years. But we can conclude that besides Iceland, Norway and Sweden, there is no minimum age over 18.
THAT'S A LOT
