In most places you don’t need one unless you intend to own one that’s venomous, in which case there are classes you take and certs you get. For a ball python like this, you should be able to just get one at a pet store.
I think serujuunin summed it up pretty well. It depends mostly on what species you intend to get. It may depend on where you live some since some places I know get very strict about exotic species. But ball pythons are widely regarded as one of the tamest of snakes (due to being a constrictor and being decently small for their size). They, along with corn snakes, are usually sold at pet stores (that's where I got mine).

As a side note-- if you want a more specialized morph (the pattern/coloration of the snake) you may have to look online or through a breeder
Haha oddly she almost never makes noise. I've had her for at least 5 years and she's never even hissed. The only thing she does is occasionally blow air out of her mouth occasionally, which is very quiet. Or sometimes she "let's one go," which can actually be a tremendous racket and a bit alarming in the middle of the night..

My noodle makes the weirdest sound sometimes. He sneezes. I think the dust from his shavings bother him periodically- it only happens every few months- but it’s the strangest sound coming from a snake lol
That sounds entirely likely haha. I've never had shavings/bedding but I know some of them can cause a bit of dust and irritation. As long as the humidity is good and he's not doing it frequently it's probably just a sneeze as you say :)

He’s a king, so best humidity for him is arid for most others haha. He’s mostly okay, I think until he pushes his nose right to the bottom of the shavings in the corners where the dust collects. Then I can see it all on his little nose when he sneezes! The vet says he has no respiratory infections or anything so it’s good. Just the weirdest little sound to come out of a noodle lol
