Generally yes- but we get into “Princess Bride” territory. Against an opponent who KNOWS not to throw scissors first, you can assume they won’t throw scissors. That makes paper the safest bet. However- if you know they know you won’t throw scissors, and assume they would throw paper- then throwing scissors would be your smartest move. However... if they know you know that they know.... well- anyhow, 9/10 times scissors isn’t the best choice. But this game is all about knowing an opponent, reading an opponent, and getting in their head. Making them make the move you want them to make. Otherwise you’re just guessing.

I'd say rps because there's a song by Katzenjammer which is called Rock, Paper, Scissors. In german (my region at least) its scissors, rock, paper.
