Legalise all recreational drugs but reclassified as medicinal drugs. Let the drug companies go after the dealers.

Put politeness classes in school. Sounds very 1950's, but it's in place in some countries and works.

Teach children how the economy works. Teach them how to file taxes, and how to budget. I even believe there should be some entrepreneurial electives in school these days!
