Immediately stop the fire. Wrap the burned portions in damp bandages to be refreshed before dry in between cleaning and disinfecting. Get some lactated ringers directly into the blood stream, and then normal saline, and keep it up until the patient is capable of rehydrating themselves. Antibiotics and measures to counter shock and hypothermia are a must. Warm blankets, elevated feet, constant monitoring, and maintain the state until a doctor can show up and make sure the lungs, nerves, and other delicate stuff can be checked over. And drugs. Pain medication will be paramount. You can slowly administer hardcore pain meds while assessing the patient's breathing if you don't know the exact math.
Or if you don't have the tools to save him, you can help the patient OD or administer a bullet from a hostile weapon system after administering preferred last rites.

Or should the friend be charged with something?), joined with a far right militia, the members of which were caught posting stuff on social media about how they're going there to shoot protesters (yes yes, guilt by association blah blah – but since it's so relevant to mention the background of his victims, it's also relevant to mention the background of his associates), and violated both the police curfew (addressed specifically to wannabe vigilantes like him) and the wishes of the store owners he wanted to "protect" – one of them specifically said he didn't want anyone playing hero for his sake.
