Those lines don’t technically say the title. The phrasing would need to be: “without using the same words as are in the title” to prevent the use of dialog which uses identical words to those of the title. The distinction being that you might name your dog “rocket” but every time a person says the word “rocket” they are not saying your dogs name. Likewise if person A is named “Jeff” and person B is named “Jeff,” Jeff A’s wife is not calling him by Jeff B’s name when she calls Jeff A “Jeff.”
Most of them do not say the title anyway as for example the film is called “China Town” and not “.... its China Town.” Dude where’s my car is an exception as it is both a line of dialog and the title- but as a title of a work of os a proper noun as opposed to its use in dialog where it is not a proper noun. By default a title of a work is a proper noun- therefore the line “Dude where’s my car?” Cannot be a title as it is only a proper noun of it refers to the film by that name. For example- Deadpool breaking the third wall and referring to his own movie by title in dialog would be saying the title in the dialog and not allowed. “Contains words from the title” would also bar these other examples.

That second one doesn't even need words, heck it would probably be easier without them, you just need 3-5 notes, possibly even one.
