Inducing panic may be a misdemeanor, but they could be cited for disturbing the peace, causing a stampede, and possibly assault if anyone got hurt or trampled. All of which ARE illegal.

What if you hired a hit man and ended up in a crowded room with both him and his target and you yelled at him to fire at the target but it incited a panic?
It may not be a speech related crime, but it was started by speaking and that speech is then limited to stop the other crimes. Hence, it is illegal to yell fire in a crowded room; limiting free speech.

A security team onsite dropped the psychopath 6 seconds after the first shot was fired. 2 innocents were fatally struck by the shooter, the team leader dropped the hostile with one shot while his team and armed churchgoers were taking cover. No collateral, under 10 seconds.

Bad things happen. They can be mitigated by preparation and training. Any infringement on an innocent's liberty won't do anything to make bad things never happen again. Maximum Security Inmates are making zipguns, and you think me giving up my right to defend my own life will do anything but help them? No. The only solution is to stand ready for the inevitable, or are you going to argue that murder and tyranny have never happened in Europe, Mexico, or any other "societies" with a disarmed citizenry?
I don’t claim that murder and tyranny don’t happen. I’m pointing out that American society produces abnormal amounts of aberrant behaviors and our laws enable those behaviors to affect far more innocents than is strictly necessary.
I'm saying that it's best to leave the blame where it is due, on the shoulders of the criminals who choose to carry out the heinous acts. Attempting to hold all of society responsible will only invite somebody to control the society.
As for our laws, I can say with confidence that they've helped to prevent far more loss of innocent life than they've facilitated.
If some god offered me a deal to eliminate all violence from Earth in exchange for all Earthly weapons, my response would be "Your fear of armed people is the only justification I need to remain armed, for a just god would never fear the common man".
